I need help in losing my weight, please.?

I am trying to lose my weight for the past 2 months and it's not happening. I do exercise on treadmill 1 hour daily (around 350 calories are burnt) and my diet is around 1200-1300 calories daily. I don't take sweets nor oily food. If I do, I make sure only half teaspoon is consumed. I steam or boil my food. For carb, I take those whole grain or brown rice in small amount. I do drink green tea to clear off those toxins from my body. Even by doing so I still can't reduce even 1 lbs!!!!!! This has go on for 2 months!!!! I feel extremely dejected. I can't increase my exercise time due to hectic schedule and I do make sure that I sleep 6 hours. I'm feeling very hopeless and sad looking at those who can while I can't. Am I doing anything wrong? Even my doctor is surprised with my no weight loss. Can someone please help me? I'm 167 pounds and my ideal weight is 110-120 pounds.
